Risk signals

Those likely affected are submissions whose location is classified as inside or close to the consultation area. For each theme, the count is how many such submissions raise it. A submission counts once per theme however many comments it contains, so whoever writes the most cannot decide the order. Other comes last because it is a catch-all category rather than a theme. The quotes come from the theme at the top of the table and are chosen so that different stances are represented, not only the most critical one.

The categories are a fixed list: Intrång och fastighetspåverkan, Miljö och naturvärden, Buller. Each category is a theme from the theme assignment, and the figures are the number of submissions and comments placed there. The flag says the comment belongs to the category, not that it is legally sound. That assessment is made by Trafikverket. The quotes come from the category they sit under and are chosen so that different stances are represented, not only the most critical one.

A section is flagged when at least 50 % of the comments from it are critical and at least 25 critical comments have arrived. Both conditions must hold: the share alone would flag a section where three people have answered, and the count alone would flag the largest section in any consultation. Only submissions the register could place on a property are counted. The quotes are critical comments, because criticism is what the signal counts.

A section counts as silent when at most 10 % of the properties notified there have answered. A section where none of the notified properties have answered always counts as silent. The figures come from the same coverage calculation the overview shows, so the two surfaces can never say different things about how many have answered.

The count is distinct questions. A question the same person asked several times in one interview counts once, in its fullest wording. Questions from different people are never merged: two people wanting to know the same thing are two people awaiting an answer.

The text of comments and forwarded questions is compared against a fixed word list: löfte, lova, garanti, garantera, svart på vitt, skriftligt besked, kan ni lova. The comparison is on whole words, so ”garantiåtagande” does not count as ”garanti”, and upper or lower case makes no difference. The words are matched as written, without inflected forms. The list does not catch every way of asking for an assurance, and it does not decide whether the assurance can be given.
